Kasai Automatic Underground Bicycle Parking

Un aller en autobus à Tokyo coûte 200 yens (presque $2 CAN). Multipliez ce montant par deux pour le retour et la facture grimpe subitement à 400 yens. Et si vous revenez à la maison après une certaine heure, aux alentours de 23:00, le tarif d'un aller en autobus grimpe alors à 400 yens. Déjà 600 yens en autobus pour une journée seulement! Si vous ajoutez à cela les coûts du métro on s'aperçoit alors que le transport gobe une part non négligeable des finances personelles. Toutefois, il existe une solution pour ceux dont l'employeur ne paie pas le transport: Le vélo. C'est ainsi qu'aux abords des stations de métro à Tokyo, dans les arrondissements périphériques notamment (Edogawa), il n'est pas rare de trouver des hordes de vélos stationnées un peu partout. Même les grands blocs appartements possèdents leur propre stationnement de vélos. Il y a aussi des bénévoles qui s'affairent constamment à ranger les vélos. Si par malheur vous avez stationné votre vélo dans une zone interdite alors il se peut qu'à votre retour qu'il ne soit plus là. Faudra alors contacter la ville et payer une amende pour récupérer son vélo. Quant à moi, j'ai trouvé une place bien commode mais c'est motus et bouche cousue quant à l'emplacement.

A bus ride in my area will cost you 200 yens (approximately $2.00 CAN). Take the bus again and that's another 200 yens coming out from your pockets. Now if you go back home past a certain time, let's say around 11:00PM, then the night bus will cost you 400 yens. Think about it, that's 600 yens worth of bus ride in one single day! And keep in mind we haven't calculated the train costs yet. Therefore, you don't need a diploma in rocket science to figure out transportation can take a big chunk of your paycheck every month. However, if you're a full time employee, aka salaryman, then your company will pay for your transportation. If you are itaku (freelance), then you might want to use the bicycle more oftento save money.

Around Tokyo's subway stations, especially the ones located in the outskirts of the city (such as Edogawa), you will find hords of bicycles parked everywhere-total chaos. Bicycle parking lots are serious business around here. For example, respectable residential buildings have parking facilities of their own.  Volunteers often patrol the stations surroundings to make sure bicycles are well parked and not obstructing sidewalks or other paths for pedestrians. For some reason Japanese cyclist don't seem to care very much about these details when parking their bicyles. Park it in a no parking zone and chances you won't find it after work (although they usually give out warnings). After 3 strikes you'll then have to contact the city to inquire what happened, perhaps pay a fine to get your bicycle back. As for me, I have my own safe spot but don't count on me to tell you where it is!

Afin de mettre de l'ordre dans tout ça l'arrondissement d'Edogawa a entrepris un ambitieux projet, celui de construire le plus gros stationnement intérieur pour vélos au Japon [PDF]. Croyez-moi, ça va être "big". Le stationnement aura la capacité d'accueillir 9400 vélos. Ouverture prévue: Avril 2008. Les travaux vont bon train, mais il semble qu'on a dû faire des prouesses pour régler des problèmes techniques qui sont survenues pendant la construction. Le matin on peut aperçevoir les travailleurs faire des étirements en groupe.

As you can see, we're not talking about just a few bicycles here. Imagine loosing your bicycle because some volunteer decided to park it elsewhere. Good luck finding it. That is why Edogawa-ku is currently building a huge underground bicycle parking facility, a very ambitious project nonetheless; Japan's largest underground bicycle parking [PDF]. It will be located next to Kasai station. Trust me, this is going to be big. The parking will have a capacity to hold 9400 bicycles in total. Official opening has been scheduled for April 2008. Work is going at a good pace, it seems the construction ran into some problems in the beginning (water leaks...) In the morning you can see the construction workers do their warm ups before work.
